Sustainable Development: Housing, Mandated Retrofits, Alteration Code, BC Hydro, first look at the economic impacts of the NDP CleanBC Program.
KCSC held its 4th Event on November 8th where citizens were treated to a presentation on Sustainable Development to add context to the upcoming housing mandates coming down the pipe.

Due to Canada signing onto the Paris Agreement, the country must cut CO2 emissions. There are only so many places where they can be cut from, and existing housing is one of them.
There are several ways to cut emissions from housing such as:
- Changing the building code for future homes
- Retrofitting existing homes
- Changing the energy source to a low carbon option
See how this is manifesting at the Federal, Provincial and eventually Municipal levels in Canada.
The Joint Task Group - Alterations to Existing Buildings (JTG-AEB) has already issued its report on the recommended upgrades and so called "voluntary" triggers that will trigger the so called alterations code. This includes changes such as:
- Change of Occupancy
- Maintenance
- Space reconfiguration / addition (Anything you'd need to pull a permit for from the city)
Suggested retrofits vary:
- Change of furnace to heat pump
- Replacing windows
- Increasing R Factor of walls and air-tightness
- Installing EV infratructure
Cities like Kelowna have already adopted this into their OCPs (Official Community Plans). It may be referred to as a Retrofit Code, Alteration Code, or just updating the BC Building Code.
To Be Clear: The suggested code is not law... yet. Now is the time to voice your concerns. City Council must advocate against these harmful policies on behalf of Kamloops residents.
This is coming - The only question is how intrusive will it be, and how much will it cost you.
